SRHR Challenges in Uganda

Uganda faces significant reproductive health challenges, particularly among adolescents, youth, and women. Teenage pregnancy remains rampant, with 25% of girls aged 15–19 either pregnant or already mothers2. In districts like Buyende,Kabarole,Kasese and Adjumani, rates reach up to 24%, with some girls as young as 12 becoming pregnant. These pregnancies contribute to 28% of maternal deaths and 20% of infant deaths annually.

Unsafe abortion is another critical issue. Uganda records an estimated 1.2 million unintended pregnancies annually, with 43% of births being unplanned. Due to restrictive laws and limited access to safe services, many women resort to unsafe procedures, leading to severe health complications and death. Post-abortion care costs the health system nearly $14 million annually.

Maternal mortality, though declining, remains high. Uganda’s Maternal Mortality Ratio (MMR) was 170 deaths per 100,000 live births in 2023, down from 184 in 2022. However, adolescent mothers (15–19 years) account for 17.2% of maternal deaths, highlighting the urgent need for targeted interventions.

PLANE’s SRHR Program Strategy

PLANE’s SRHR Program is a holistic initiative targeting adolescents and youth (both in and out of school), women, and men across Fort Portal Tourism City and Kabarole District and other parts of the country. The program promotes informed decision-making, gender equality, and access to reproductive health services through education, outreach, and advocacy.

The program delivers comprehensive family planning education, including information on contraceptive methods, menstrual hygiene, fertility awareness, and prevention of sexually transmitted infections (STIs). Special focus is placed on empowering young people with age-appropriate, culturally sensitive content that encourages healthy relationships and responsible choices.

PLANE conducts school-based sessions, youth club engagements, and community workshops to reach diverse audiences. Women and men are engaged through couples’ dialogues, health camps, and radio talk shows that challenge myths and promote shared responsibility in reproductive health.

Out-of-school youth and vulnerable groups receive tailored support, including referrals to health services, counseling, and peer mentorship. PLANE also advocates for policy implementation and increased investment in adolescent health services.
